How NDIS Funding Is Calculated

NDIS funding is not calculated using a simple formula. The NDIA determines funding based on a holistic assessment of your disability, how it affects your day-to-day functioning, and what supports are considered reasonable and necessary to help you reach your goals and live as independently as possible. No two plans are identical.

The process starts with a functional capacity assessment — typically conducted by an occupational therapist — that documents what you can and cannot do independently across areas such as self-care, mobility, communication, learning, and social participation. This report forms the foundation of your planning evidence and directly influences what supports the NDIA considers reasonable.

At your planning meeting, an NDIA planner or Local Area Coordinator (LAC) will work through your goals and support needs with you. The quality of evidence you bring and your ability to clearly articulate your daily challenges significantly affects the outcome. Participants who are well prepared — with allied health reports, a written participant statement, and a clear list of support needs — typically receive more accurately funded plans.

The reasonable and necessary test is applied to every support requested. A support must be related to your disability, represent value for money, be effective and beneficial, and not duplicate supports available through mainstream services like healthcare or education. Supports that fail this test are not funded — which is why aligning your requests with your documented functional needs is so important.

The Three NDIS Funding Categories Explained

Core Supports

  • Daily activities — personal care, domestic assistance, meal preparation
  • Community participation — social activities, community access
  • Consumables — continence products, low-cost assistive technology
  • Transport — NDIS-funded transport to activities

Core Supports is usually the largest and most flexible category. You can shift budget between most Core sub-categories based on your needs.

Capacity Building

  • Support coordination — help understanding and implementing your plan
  • Improved daily living — therapy, skills development, OT
  • Improved relationships — behaviour support, social skills
  • Finding and keeping a job — employment support

Capacity Building funds are locked to each sub-category. You cannot move budget between categories — for example, you cannot use therapy funding for personal care.

Capital Supports

  • Assistive technology — wheelchairs, communication devices, hearing aids
  • Home modifications — ramps, rails, bathroom modifications
  • Specialist Disability Accommodation (SDA) — accessible housing
  • Vehicle modifications — hand controls, wheelchair conversions

Capital Supports are the most tightly restricted. Funding is allocated to specific items and requires quotes and, for higher-cost AT, an AT Advisor assessment.
